<description>&lt;p&gt;I would also like to point out that the onus of preventing sensitive/irresponsible technology transfers to China is upon American businesses. The degree to which these transfers happen is not determined by any sort of Chinese government imposed investment requirement, but by the willingness of an American company to do whatever is necessary, not always legally, to gain lucrative Chinese business.
