The Shanghai International Carnival has been delayed for the second time in a little more than one month. The first delay was reportedly due to difficulties encountered transporting the rides. This time it was "because employees were still working to ensure its safety." The event was originally set to begin September 16 and then the start was to be today at noon. The report did not said whether a new start date had been set. But we're sure all of these delays assure you that everything will be safe and sound once all the fun starts. Or maybe not.
