Yes, we're heading overseas apparently, to bring back Chinese students who want to return to the safe embrace of the Motherland. Sea turtles ("hai gui" -- 海龟), these returnees are known as to locals.
In early November and December, [a] local recruitment delegation will go to the US, Canada, Australia and New Zealand to seek qualifiers for hundreds of senior-level technological and management positions in government institutions, large and mid-sized state-owned enterprises, universities and financial institutions.
Our guess is that they will successfully recruit the remaining 2,000 to meet the target of 10,000 from this round of fairs, as it seems that Chinese students have found it tough overseas, especially at Yale.
