The article states that rural mothers need the most education, but does not state why they think this (and if so why hold it in Shanghai?). One truth that the health experts mentioned was that if rural women had better access to medical exams during pregnancy, they would be able to spot any problems early on. The article includes this reasonably bizarre quote: "Dr. Wang Yifei of Jiao Tong University's school of medicine said more than half of the mentally retarded children in the country were born with a low intelligence." Forgive us if we're being thick, but -- mentally retarded children with high intelligence?
