Yes, its true, from January 1 this year you can apply for Chinese driver's license if you have a residence permit (= Z visa).

BE AWARE - with great frustration i discovered you must have residnecy permit to get a license. Business Visa not enough to be able to drive in this town no more.

Some additional information wrt foreign driving licence conversion. The entrance to the facility is Gate 3. (Beware, there are touts at the gate, just ignore them and head right in.) 1. Head for Building 11 - Go to booth 1, get your photos taken (pay 40rmb) - Collect them together with the application form. - Go to the right most booth to photocopy your existing licence, passport. 2. Go next door to do the eye and hearing examination - Go get the necessary forms from the counter (pay 60rmb) - Fill in the forms and paste your photos on them according to 'instructions' on the wall - Go for the tests. 3. Head to Building 8, go up to the second floor, goto counter 1 to submit your forms and get the booklet. Go to counter 3 to take the test when you are ready. 4. If you pass, head over to the neighbouring building, 1st floor to pay 55rmb and collect your licence from counter 8. There you have it... the Chinese bureaucracy just let you have a tour of their facility and thrown in some exercise for you. The process could take more than 2 hours depending on the queue (and how fast you move between buildings!)
