For those who are in agony like Shanghaiist because of the god awful home karaoke practice that goes on in our neighbourhood, now here is a solution. With the revised Shanghai Environmental Protection Regulation implemented on May 1, we can now all just dial 110 and ask the police to sort it out (if they are not too busy ticketing jaywalkers).
In this Shanghai Morning Post report, it says indoor noise pollution is now listed in the new regulations, that residents should take effective measures to take control of noises caused by electronic appliances or home entertainment activities. The new regulation also set detailed requirements regarding the usage of glass exteriors on buildings (which we guess could be called windows ... more like large walls of windows). Shanghai has more than 1,800 buildings over eight floors high that use glass exteriors, which cause a lot of safety troubles, such as the reflections that could cause traffic accidents.
Sounds great! (Not the traffic accidents -- the first part.) We will definitely call 110 if someone suddenly starts singing “Memories” in the middle of night again, and listen to the police banging on the neighbour’s door while sniggering. Well, after May 1 anyway.

That news is not as good as it seems. We have upstairs neighbhors that are running a 24/7 mahjong parlour, and wearing high heeled boots inside. We've called 110 a few times, the cops come and it's quiet for 5 minutes, and then they leave and the party starts again.
The cops finally told us it's a building management problem, the building management says it's a police issue ... we had a group meeting with the cops and the building management and they both agreed that 1. the people upstairs don't have a lease, so there's nothing they can do about it, and 2. we should just live with it, it's a part of Chinese culture.
klaxon are forbidden in downtown Shanghai.... but Chinsese driver use it like hell, and that make an increadible noice... really really annoying.
When will the chinese police deal with that ???
mahjong nightmare, sorry to hear your story, but the new regulation only implements after May 1. If you still couldn't sort this out by then, move up to the person lives above you and start throwing house warming party...:P
I'm not sure how this new regulation will improve our life quality, but let's be positive first.

What is illegal night construction?
The restaurant under my aparment have been doing construction 4 weeks now. They work every day, f.ex. from sunday morning at 7 o'clock until 10-10.30 p.m.
Banging, drilling and so on.
