"For people want to complain about illegal night construction, call 12319. Sleep sound, everyone." What is illegal night construction? The restaurant under my aparment have been doing construction 4 weeks now. They work every day, f.ex. from sunday morning at 7 o'clock until 10-10.30 p.m. Banging, drilling and so on. Do I have a case?

mahjong nightmare, sorry to hear your story, but the new regulation only implements after May 1. If you still couldn't sort this out by then, move up to the person lives above you and start throwing house warming party...:P I'm not sure how this new regulation will improve our life quality, but let's be positive first.

klaxon are forbidden in downtown Shanghai.... but Chinsese driver use it like hell, and that make an increadible noice... really really annoying. When will the chinese police deal with that ???

That news is not as good as it seems. We have upstairs neighbhors that are running a 24/7 mahjong parlour, and wearing high heeled boots inside. We've called 110 a few times, the cops come and it's quiet for 5 minutes, and then they leave and the party starts again. The cops finally told us it's a building management problem, the building management says it's a police issue ... we had a group meeting with the cops and the building management and they both agreed that 1. the people upstairs don't have a lease, so there's nothing they can do about it, and 2. we should just live with it, it's a part of Chinese culture.
