<description>&lt;p&gt;probably not a dilemma her in China as if its deemed illegal but is just allowed, there is more money to be made by the government officials and representatives.  besides, when it becomes an issue , they can just swoop in anc close everyone down, no waiting time for laws to pass etc...&lt;/p&gt;</description>
