How about the problem of people bringing their dogs into cafes and restaurants? I seriously recommend clubbing the owners.

Actually, I quite like dogs (real dogs, not those scary little things we see around Shanghai), but put dog owners who bring them into cafes/restaurants--expecting everybody to find them so cute and adorable--right up there with smokers, as people whose self-indulgence takes precedent over the comfort of others in shared spaces.

Ruff! Ruff!

Please, no more clubbings! Why not rabies shots instead?!

Still, there are problems—people get attacked (child beggars, panhandlers, ultranationalists when they see white devils with local girls), step in shit (couldn't be from the little emporers or local adults?), gratuitously humped (very single, young local and migrant men), prevented from sleeping comfortably (cats, middle aged domestic disputes, traffic, construction, chronic illness), etc.

And dogs stand out as a "problem"?

BTW, the military dogs could be trained to smell the presence of another dog behind a closed door.
But, dogs have a hard time smelling through coffee grounds, so rinse fido in cool coffee water after his/her bath. Coffee grounds are used by drug dealers to mask their deliveries. And if the PSB dogs are trained to smell for coffee, just make sure that you have a pot always going close to your door or window.
