Since the British Council is a section of the British Foreign Office, a public body and government department of the UK, of course they should only hire British Nationals. Technically speaking then if an American (or any other nationality) were to work for the BC it could be seen as treason by their home nation.

Yes if by proper English you mean the quaint and archaic form as spoken by the Brits. Obviously they wouldn't want to hire speakers of the more modern and efficient form of English.

Yes, the British Council should only employ Brits - ie only those who speak proper English with no ridiculous accent.
