If Bjork caused problems, wouldn't they* have issues with Rage Against the Machine? RATM and the Pumpkins have also played the Beastie's Free Tibet concert (I saw 'em both in San Francisco!) - so I think that's a non-starter for the Yue Festival. On the other hand those are number 1 and somewhere in the top 10 of my favorite bands of all time, so I'd gladly shell out bucks to see them, but I don't see it happening. *They = them. You know, the powers that be.
