That's cruel. Even though rabies cases are most likely minimal in Shanghai compared to rural areas, the iron-hammer-applies-to-all method is still very much a part of living here. The only way to combat this now is to license your dog, no matter how troublesome the process is.

I'm sure the local fuzz got their jollies clubbing those dogs to death.
