Tongren Lu to close for the Olympics?

A reader forwarded us this email supposedly sent out by the Red Beat Bar on Tongren Lu:

The local authorities have request, that due to the Olympics, that from August1st to August 5th Tong Ren Lu is essentially closed. However, bars may be able to operate between 1 am to 8 am.

接到上海市政府通知, 源于奥运会即将开幕, 上海铜仁路所有酒吧在8月1日至8月5日只被允许于凌晨1点至8点营业, 其他时段将暂时停止营业.

During this period Red Beat Music Bar will be open from 1AM until early morning. As a THANK YOU to our clientele for being understanding of the situation,

The Red Beat will host a free open bar from 1am to 2am on August 1 & 2nd. This will include draft beer and house pours. In the Olympic spirit Red Beat will also offer a free breakfast of champions at dawn for the marathoner drinkers still standing at that point.

This special will apply also to the 80's night on August 2nd. Redbeat will be closed from Aug 3 to 5th.

Huh? Why would the authorities shut down Tongren Lu before the Olympics, and not during? Also: If they have decided to shut down the street, why then allow the bars to open from 1 to 8am? Something doesn't square here. Has anyone received similar emails from Tongren Lu bars?
