This is pretty common in Japan, where many restaurants, train platforms and public areas have designated hours for non-smoking periods. (usually morning or evening commute times)

Here the article still says 5pm... BTW, the arivle remeinds me to the city diner after the women wordl soccer championship finals in Shanghai. No smoking in combined with an ashtray, made us laugh (I have a picture at home)!

Thanks Zideshowbob, I never was very good with the 24 hour clock. Fixed now. Rado- is that "No, smoking is fine" or "'No smoking' is fine"?

Well, 15:00 is not 5pm but 3pm I love the smoking-regulation in Bavaria, no smoking at all (Except so called smoking clubs where you have to be a member and Oktoberfest).
