<description>&lt;p&gt;Just like all of those planned concerts by big named performers that end up getting canceled when talks get down to the nitty gritty details.  There are no currency movement restrictions into and out of Dubai.  Does the NASDAQ really think they are going to loosen up the RMB exchange?  Probably...&lt;/p&gt;</description>
