So what happened to the employer? or the alleged company she worked fro? Hopefully they too were fined for a violation of teh law? The laws themselves make sense but obvioulsy if the enforcement of these laws is not done properly, there is planty of room for abuse and discrimination.

The tough Visa rules were always aimed at Southeast Asians because they are the ones that take jobs away from locals. Westerners usually have a way out, via guanxi or flat-out bribery, but Southeast Asians get a much harsher treatment.
