<description>&lt;p&gt;While Bush and Obama are on an orgy of useless spending to save a bunch of crappy banks, why couldn&apos;t they spend a few billion to help China outfit these plants with pollution controls? Of course, we should outfit our own nasty coal plants too but giving China this equipment could really help clean the air.
