From RFA:
Recently, some listeners provided this clip to RFA which shows some illegal businesses drying out used tea leaves in the sun, adding artificial fragrances to the leaves and then repackaging them with the 1958 Pu'er packages to be resold on the market. As you see in the clip, this is being done openly on the streets of Guangzhou in extremely unhygienic conditions. Once the used tea leaves are dried and repackaged they simply stamp a 1958 Pu'er label and resell the products. There are no facilities for washing or disinfecting in this area where the workers are handling the tea leaves.
