<description>&lt;p&gt;My first reaction when observing the fire (not on TV but Twitter) was someone is making money.  No way a few fireworks could spark and ultimately destroy a building like this.  Safety issues may have been ignored to cut costs or (as is the case with many fires) insurance claims!&lt;/p&gt;</description>

<description>&lt;p&gt;So gb, what would you make of the apparent &quot;corruption&quot; surrounding this matter? Is it just one of those &quot;stuff happens&quot; moments? 

And are we to understand that in your expert opinion institutionalized cronyism and corruption don&apos;t inevitably lead to serious problems? Or is it that such corruption actually doesn&apos;t exist? 

You&apos;re apparently not a &quot;China debutante,&quot; so what&apos;s your analysis?
