He added that a spokesman "first must be loyal to the motherland and people, and second he needs to grasp policies comprehensively and with familiarity." I think the established English phrase for this is, "You stand where you sit". That'd probably be a better translation than, "Your bottom describes where your brain is".

The literal translation is insightful and humorous at the same time. Should I feel bad as a Westerner for snickering on first read? > _ >

Hadn't Qin already proven what a square freak he is, I would have thought he was amusingly frank about his moral qualm.

"屁股决定脑袋" is a very well-known Chinese expression, NOT an original witticism by Qin. BT, I think a better translation is: "One's ass decides for his brain."
