Remember when we told you about the city-wide dog cull? It's getting more serious - the municipal government is currently drafting more stringent laws regarding dog ownership.
According to Xinhua:
Even small dogs may be forbidden on public transport and in shopping malls and supermarkets. Other provisions will address where dogs can be walked and who's responsible for any messes they leave behind - and bite wounds they inflict on strangers they encounter.Shanghai People's Congress has started research on the issue and will work with the Public Security Bureau to develop comprehensive new dog ownership rules, local lawmakers were quoted as saying by Thursday's Shanghai Daily.
Dog ownership in Shanghai has increased tremendously since the current pet laws were drafted back in 1993. Deng Zixin, a member of Shanghai People's Congress, expressed concern in an interview with Xinhua that dog ownership was getting out of hand and if not better managed "could pose trouble or even danger to the larger population."
The city's recent push to restrict dogs comes from complaints over the years from barking, biting, and excrement. Deng added that "more than 10,000 Shanghai residents are bitten by dogs each year." So if you love your pups, please teach them to be polite outdoors, clean up after them, and license them, cause the government isn't messing around.
Emselst on a Shanghai Expat forum posted a guide on how to license your dog:
Dog Licensing: You must register and license your dog each yearly in Shanghai. You need to register your dog with the local police department. It is the law to have your dog license and the police are cracking down and seizing unlicensed dogs. It is not always possible to have your dog returned, even if willing to pay a fine, so license your dog as soon as possible after arriving in Shanghai, and update this every year. In the city center the yearly fee is RMB 2,000 and in the Shanghai suburbs, it is RMB 1,000. Your local community center, or expat compound residential center should be able to provide you with the closest police registration department.You will need:
The copy House rent contract or property certificate
1 one-inch colorful photos of the owner
1 three-inch, side view, all body colorful photos
A copy of passport
A copy of working permit
A copy of residence permission.
Please note that registration forms are in Chinese, so if you're not a fluent with the language yet, we suggest bringing a Chinese-speaking friend for some help.

I have a complaint about the people excrement on the sidewalk and the fact that I can't walk down the street even in the day time with out seeing some man peeing right next to me.
How is that ok and dogs are not?
Ahmen to that brother. I live in an "International Community" and the street just outside the complex seems to be a public urinal. Not a day goes by I don't see someone wip it out and urinate. Not what I call a "Better City Better Life" or a "Harmonious Society"
Please note you'll need your landlord's id if you don't own your apartment and usually the consent of your neighborhood committee when applying for the license.
Dogs must also have shots from a registered animal hospital not a pet store.
Damn! Now what are the regs going to be for keeping a Shanghainese/Anhui/Jiangsu mistress???
