In what is being called the largest bounty in Chinese history, authorities are now offering a total of 2.45 million RMB for the man wanted in connection with seven murders in Chongqing, Changsha and Nanjing. In the news they’re calling him “Flat Top” (“平头男”).
The suspect — who goes by both Ceng Kaigui (曾开贵) and Ceng Zhiping (曾志平), and also has the nickname Siniang, (四娘) — is wanted for an armed robbery at a bank in Nanjing last week, during which he allegedly stole 200,000RMB and killed a man in the process. He is wanted also for six similar crimes committed over the past eight years in Changsha, Chongqing and Hunan.
Nanjing has since mobilized 13,000 police officers to patrol the city’s metro and transportation network. They are stopping and searching all suspect and unregistered vehicles on Nanjing’s major highways and bridges. Pictures of Ceng’s face and profile have been posted in taxis, cafes, and metro stations across the city.
The country’s best forensic experts have been called in, and the rest of Jiangsu province has sent tens of thousands of police officers out on patrol.
Ceng was born August 23, 1969 and his home is in Neijing City, Sichuan. He is about 1.7m tall (5’7″), medium thick build, darker skin. Police profilers say he is likely an ex-soldier, probably uses the internet a lot, and takes the bus frequently.
Police say that Ceng is a very calm, clever and calculating criminal. He managed to evade all methods of surveillance tracking, and has clearly planned out his escape routes carefully. Police reviewed hours of tape, and released two clips (see below) of the suspect fleeing the bank robbery.

June 28, 2011 – Changshu:
Shooting a 48-year-old man in the head and waist.
