The term ‘corruption’ refers not only to money and women, its true definition is the abuse of power. A genuine anti-corruption effort would not be “from time to time arrest this group or kill that group”, but the formation of an effective supervisory body to corral and contain power. The fundamental reason for today’s rampant corruption is that the power of the Party is greater than that of the law, and that the law is unable to supervise the Party. Senior officials are exempt from legal punishment and the Standing Committee remains above anti-corruption efforts. Subordinates thus follow the example set by their superiors and so corruption becomes common practice. Until this system is changed, anti-corruption will never be successful.
腐败二字指的不仅是金钱和女人，其本意是权力的滥用。真正的反腐也不是“抓一批、杀一批、隔三岔五来一次”的 肃贪运动，而是形成有效的监督，把权力关进笼子。当前贪腐横行的根本原因是党权大于法律，且不许监督，刑不上大夫，反腐不及常委，所以上行下效，蔚然成 风。此制度一日不变，则反腐一日不能。
