Though the mistress-industrial-complex usually enables creepy old cadres to exploit the poverty and youth of beautiful women all over China, Lu Jiali turned the tables on officials. While providing and arranging sexual services to senior officials, Lu made sure to tape cadres’ sexual indiscretions as ‘insurance’, Want China Times reports.
Lu, born in 1975 in Zhenjiang, Jiangsu province, was a model and entertainer before founding her own modeling company. She reportedly had affairs with influential men in Shanghai including Yang Zhongwan, the former director of Shanghai Nuclear Power Office who fled to Cambodia after a corruption scandal broke, as well as Zhu Junyi, former director of the Shanghai Labor Bureau, who was sacked for abusing his power.
From 2001, Lu also had an affair with Zhang Rongkun, a billionaire who made a fortune mostly illegally through his connections with Zhu Junyi. Zhang would also offer Lu as a “sex bribe” to a number of officials in Shanghai to further his business interests.
Lu used her agency as a cover to introduce the models, actresses and artists on her books to officials to offer escort services. She rented two presidential-class suites at a luxury hotel in Shanghai and installed tiny cameras in the room to record all the activities.
When the scandal emerged in 2006, the public security bureau issued an arrest warrant for Lu, who is believed to have fled overseas having reportedly turned the videos over to Zhang in order for him to reduce his penalty.
