Apple Daily has acquired a leaked memo advising civil servants and policy makers in Hong Kong that an “assessment of Mainland reaction and related public relations” will be a mandatory requirement for all new policies in the territory from June 1.
Internal confidential documents obtained by this newspaper show that policymakers have received an order, going into effect next month, that all submissions to the Executive Council for discussion […] must undertake a pre-assessment of the mainland government and public’s reaction and perception.
The newspaper accused CY Leung of “betraying the people of Hong Kong” and described the move as “tantamount to opening up the internal affairs of Hong Kong to mainland intervention”.
