It’s been a bad (good?) week for idiotic government officials running their mouths. On Tuesday, Toru Hashimoto said that women used as sex slaves by Japanese forces in WWII were “necessary”. Now, Hong Kong’s secretary for security Lai Tung-kwok has blamed rising rape figures in the city on women “drinking quite a lot of alcohol”.

Lai was presenting figures on crime in the city for the first quarter, which showed that rape cases soared 60 per cent, when he made the comments.
“All of these (rape) cases happened between those who know each other. They are either friends, close friends or they just met a few hours ago,” Lai said onTuesday.
“Some of these cases also involved the victims being raped after drinking quite a lot of alcohol. So I would appeal that young ladies should not drink too much,” Lai said.
It’s infuriating that in 2013 we still need to spell this shit out, but here goes: the people to blame for rape, are the rapists. It doesn’t matter what a victim wears or drinks, the person at fault is the person doing the raping. Lai should be focusing on educating young men not to get drunk and rape people, not chastising young women for getting drunk and being raped.
Linda Wong, executive director of Hong Kong’s Association Concerning Sexual Violence Against Women, said Lai’s comments were a backward step after rights groups had campaigned to encourage rape victims to come forward.
“The under-reporting of rape in Hong Kong is already very high and some of the reason is women feel that people will put all the blame on them,” she told AFP.
Si-si Liu, director of the Hong Kong Federation of Women’s Centres, said the remarks were “not the message that the government should be sending out”.
