Authorities in Hengyang, Hunan province are claiming that 25 houses built on top of a high-rise shopping centre are illegal, Dongfang Daily reports.
The villas built by Yongxing Investment & Construction Group in 2009 without planning permission. Authorities repeatedly pressured the developer to demolish the houses, Yongxing argued that the Hengyang Urban Planning Bureau had agreed that the houses could remain but not be sold.
Hunan has a thing for rooftop houses, a similar set of villas were built in Zhuzhou in 2012.
