A group of chengguan, urban law enforcement officers known for their heavy-handed discipline tactics, assaulted three housing agents who mocked them about being unable to afford a home.
One of the agents, Dong Jianxi, told reporters that he had been chatting with some colleagues on the side of the road after visiting an apartment with prospective buyers when a couple of chengguan marched up and pulled down one of their advertising billboards.
Dong said they got into an argument and the officers began assaulting him, as well as two of his colleagues who tried to step in during the scuffle.
The urban management officers explained that setting up billboards on the sidewalk interferes with traffic. They said they had attempted to negotiate with the agents, who refused to obey their orders and instead taunted them, asking “Can you afford a house?”
The five chengguan guards will be placed under detainment for 10 to 15 days and have been ordered to pay fines of 500 yuan each.
Dong, the most seriously injured among the agents, was sent to No.2 Shenzhen People’s hospital for treatment.
